Stormwater Compliance
The Federal Clean Water Act requires various industrial facilities, construction sites, and urban areas with more than 100,000 people to control the amount of pollutants entering their storm drain systems. Industrial facilities and construction sites are regulated by the State Water Resources Control Board through general storm water permits. Cities and Counties are regulated through permits issued by the Regional Water Quality Control Board.Because storm water programs are implemented on a number of regulatory levels, many owners and operators utilize a consultant such as Kahl Environmental Services to assist in compliance efforts. KES offers a broad range of stormwater services including development of compliance strategies, preparation of Pollution Prevention Plans and Stormwater Discharge Annual Reports, NPDES Permit acquisition, stormwater monitoring, sampling and analysis, and regulatory reporting. KES' also provides infrastructure upgrades to implement Best Management Practices. Stormwater management can be a significant factor in property development. Construction activities disturbing more than 5 acres of land (more than one acre under new Phase II rules) require a stormwater discharge permit. This permit can be obtained by submitting a Notice of Intent (NOI) to the applicable state agency. Larger developments often require site-specific information about stormwater runoff. Computer modeling of surface drainage can be performed to evaluate capabilities of the existing stormwater drainage systems or proposed designs can be modeled to evaluate the effectiveness of proposed conveyance systems, storage facilities and/or flood control structures.
